Ah, that's because I don't *have* any initramfs :D

It's just a matter of ordering constraints, /proc needs to be mounted
before calling query_control_group_level(),
query_control_group_level() needs to be called before deciding what to
mount under /sys/fs/cgroup, and /sys needs to be mounted before
actually doing it.
